About Us

Kim Judson, MPA, DrPH, Director

Kim has over thirty years of experience providing technical assistance and training for public health agencies and private non-profit organizations, facilitating strategic planning activities, conducting feasibility studies, and program and organizational assessments, and designing, implementing and evaluating public health and public policy curriculum at the undergraduate and graduate levels. As Director of the Institute for Community Collaborative Studies, Kim has served as senior researcher and team leader for a variety of projects that impact our county’s efforts to design and implement health care system reforms, diabetes prevention programs, interdisciplinary health and human services educational programs, and alternative medical practices. Kim strongly supports and promotes the use of a community-based participatory research approach to ensure participation by service providers and community partners in research projects. As a Full Professor, Kim has created, designed, and taught a wide variety of undergraduate and graduate courses in public health, public policy, and public administration. She has also served in senior administrative roles in public health agencies, non-profit medical organizations and at the university, overseeing financial, administrative, and clinical services; as well as managing local, state and federal grants

Ignacio Navarro, MPA, MA, PhD, Senior Researcher

Ignacio has been conducting evaluation research for more than 15 years. His research has been published in leading journals in the fields of emergency medicine, land and housing economics and Child Welfare. As a professor, Ignacio teaches and develops undergraduate courses in program planning/evaluation, research methods and policy analysis. He has served as a senior researcher of the Institute for Community Collaborative Studies since 2009 and participated in various community assessments and program evaluations for international organizations including the World Bank, as well as public agencies and foundations. Ignacio is fully bilingual (Spanish and English), and has expertise in economic analysis, research design, and advanced statistical techniques.

Jessica Liette, MPA, Research and Administrative Analyst

Jessica serves as the project manager for ICCS, providing coordination and oversight of ICCS' grant-funded research projects in addition to research support, data collection and analysis, and reporting. Prior to taking on this role, Jessica served as a faculty member in the Department of Health, Human Services and Public Policy for seven years, designing and implementing undergraduate courses in health and human services, public policy, and research design and evaluation. Jessica also has prior experience working for local governments and nonprofit organizations focused on health education and policy, as well as environmental sustainability and policy.
